I couldn’t find any definitive information on Elsie Rubin even though a number of her works can be found online. I hate not being able to give the artist proper due credit. The best I can provide is that she was possibly from St. Louis, went to the Art Students League, studied with Joseph Solman, was a teacher, was part of the then burgeoning women’s movement of the 1950s, and was active in the northeast US. However, you may be able to get an understanding of what she looked like since apparently Alice Neel painted several portraits of Rubin in 1957 and 1958.
